New Rules for Cab Policy 2025: Policy Aggregator Cabs 2025 has been published by the Maharashtra government with new regulations for app-based cab aggregators like Ola, Uber, and Rapido. Rollout on May 1, the policy will enhance transparency in fare systems, provide passenger safety, and enhance driver accountability. The largest change is the rider compensation when their trip is canceled by the driver.
The policy follows a rise in complaints of cancellations of rides, fluctuating surge fares, and safety concerns, especially for women passengers. Previously, aggregator services existed in a regulatory vacuum, and as such, malpractices such as last-minute ride cancellations and unilateral calculation of fares were not regulated. By subjecting them to open rules, the government seeks to ensure that the experience of riding with ride-hailing services is safer and more equitable for riders in Maharashtra.
1. Ride Cancellation Compensation
The passengers are now compensated when their ride is canceled after they have already accepted the ride with a driver. The feature discourages drivers from canceling rides and saves passengers unnecessary inconvenience.
2. Transparency and Fare Sharing
The policy promises drivers 80% of the total fare, as opposed to exploitative commission-based models that had been eating into their pockets. Aggregators also need to have fare models transparently disclosed, so passengers can understand prices better.
3. Safety Enhancements
Compulsory GPS tracking for all vehicles to monitor rides in real time.
Emergency buttons in ride-hailing apps for instant access to help.
Police verification of drivers to ensure passenger safety.
Women-only ride-sharing to offer better safety for women commuters.
4. Regulation of Surge Price
Surge price is capped at 1.5 times the base fare, hence peak-hour fares are not levied. This offers riders a perception of fairness while, at the same time, giving drivers an incentive to work peak hours and receive fair pay in return.
The policy benefits commuters and motorists because it ensures a cleaner, safer, and more reliable transportation system. The motorists receive better earnings and training, and the passengers receive better security and justice in fares.

Maharashtra’s Aggregator New Rules for Cab Policy 2025 is a step in the right direction towards increasing app-based transportation services. Through the introduction of accountability and an improvement in safety features, the government will improve the reliability of ride-hailing and make it available to all.
