Nationwide Civil Defence Mock Drill: Why are they being conducted?

India will observe a nation-wide Civil Defence mock drill on May 7, 2025, for the first time since 1971. The drill was announced by the Union Ministry of Home Affairs (MHA) in the backdrop of increased tensions with Pakistan after the Pahalgam terror attack. The drill will increase national readiness, sensitize civilians, and enhance defence coordination during emergency situations.

The last national civil defence drill was conducted in 1971, during the India-Pakistan war, or the Bangladesh Liberation War. India-Pakistan relations were at their lowest, especially after Pakistan had begun aerial strikes on eight Indian air bases. The government, under Indira Gandhi, reacted to this by implementing a mass-scale civil defence program with focus on:

Blackout exercises to habituate civilians against air raids


Bomb drills for prompt reaction in case of bombings

Measures for safety during war time awareness campaign among the masses

The drills provided necessary preparation training, teaching the people what to do in times of emergency, how to seek shelter, and how to contribute to war time safety. The 1971 drill set the stage for the civilian contribution to national security, affirming that defence preparedness is beyond the military.

Why the 2025 Drill Matters

The 2025 drill is prompted by emerging security threats and the need for end-to-end planning for emergencies. The MHA reports that the exercise will involve:

Air raid alarms and alert systems

City evacuation procedures

Crisis response training for civilians and rescue operatives

Given the growing worldwide security threats, this exercise will likely prepare India for the unknown better, in which the public, rescue workers, and defence units would be collaborating with each other.
