Bahawalpur, located 400 km from Lahore, is the 12th largest city in Pakistan. The Jaish headquarters here is spread over a total of 18 acres. This building is also known as the Usman-o-Ali Campus. It is used as a fundraising and teaching center. This mosque has received a large amount of funding from the Al-Rahmat Trust, the main organization of JeM . While this building was a basic structure until 2011, it was converted into a training camp with many facilities in 2012.

However, many terror attacks on India, including the 2001 Parliament attack, the 2016 Pathankot attack, and the 2019 Pulwama attack, were planned from here. Masood also uses this building as his home. It is reported that Mufti Abdul Rauf Asghar, who is currently Jaish No. 2, and Maulana Amar and other family members also live here. Along with them, it is believed that the homes of about 600 terrorists are also located in this campus. However, Maulana Masood Azhar currently lives in another house in Bahawalpur under heavy guard.
