Bhu Bharathi in Telangana: There is confusion among citizens and officials regarding the fee exemption in the Bhu Bharathi project. This is a digital land records project being implemented in Telangana. In the first phase, it started in four mandals as a pilot project. The deadline to solve all applications from these areas is June 2. But many officials are facing trouble uploading documents due to uncertainty about fees.

Revenue Minister Ponguleti Srinivas Reddy had announced earlier that these services would be provided free of cost. However, on the ground, officers report that some applications are not being accepted without fee payments. This has created confusion among applicants.

Officials say the fee exemption orders have not yet been officially released by the Chief Commissioner of Land Administration (CCLA). Once those orders are issued, it will become clear whether users can apply without paying any fee.


From May 5, the second phase of the project will begin, covering 28 more mandals. Revenue camps will be conducted in these areas to collect applications. However, like in the pilot areas, operators worry that technical problems may continue unless there is clarity on the fee waiver.

So far, in the four pilot mandals, around 11,630 applications have been received. These include requests for Pattadar Passbooks, mutations, and resolving old sale deeds. Currently, fees for these services are still in place, such as Rs. 300 for a Pattadar Passbook and Rs. 2,500 per acre for mutation services.

Officials say they expect the fee exemption orders to be issued soon. The delay is because financial approval from the state government is needed. Once that happens, the Bhu Bharathi portal will be updated to allow free uploads of applications.

Until then, both applicants and officials remain confused about whether the process is truly free or not. Clear government instructions are needed to avoid further issues.
