New DGP for Telangana: The Telangana state government is working on the appointment of a new DGP. As per the orders of the Supreme Court, a panel is preparing a list. From this list, the UPSC will recommend the names of three officers. The state government will appoint one of them as the DGP. With senior IPS officers Ravi Gupta, CV Anand, Shivadhar Reddy, Soumya Mishra, and others in the race, it is interesting to see who will get the post.
Telangana will soon have a new police chief. The government is working to appoint a regular DGP (Director General of Police). A panel list is being prepared as per the Supreme Court’s orders. This list will be sent to the UPSC. The Supreme Court has already issued clear orders on the appointment of DGPs. However, some states have not implemented them. Due to this, contempt of court cases have been registered against those states. In this context, the Telangana government is preparing a panel list for the post of DGP.
Jitender is the current acting DGP. However, seniority will be given priority in the appointment of the new DGP. A total of four senior officers are in the race. The names of Ravi Gupta, CV Anand, B. Shivadhar Reddy, and Soumya Mishra are being heard prominently. It is learned that the name of the current acting DGP Jitender is also under consideration. However, he has only five months of service left.
Ravi Gupta is currently the Special Chief Secretary. He is a 1990-batch IPS officer. He previously served as DGP from December 2023 to July 2024. Shivadhar Reddy, who is the Intelligence Chief, is a 1994-batch officer. He will retire in December next year. CV Anand is a 1991-batch officer. He is currently the Hyderabad City Police Commissioner. CV Anand will retire in December 2027. It is understood that the government will also include the names of these two in the panel list. Along with Soumya Mishra and Shikha Goyal, the names of ADGs Mahesh Muralidhar Bhagwat, Sajjanar and Stephen Ravindra are also being heard.
According to the Supreme Court ruling, the state government will have to send the list of senior IPS officers in the DG cadre to the UPSC. The UPSC will recommend a panel of three officers. One of them should be appointed as the DGP. The officer to be appointed as the DGP should have at least 30 years of service. Should have the rank of DG or ADG. Should have at least six months of service remaining. The Supreme Court had issued orders on the appointment of DGPs in January this year. A bench comprising Justice Suryakant, Justice Dipankar Dutta, and Justice Ujjal Bhuyan gave the key verdict. In these orders, the Supreme Court has issued notices to eight states.
Along with Telangana, notices have been issued to the states of AP, Punjab, Bihar, Odisha, Kerala, Uttar Pradesh and Rajasthan. It has asked them to explain why the court’s orders could not be implemented in the appointment of DGPs. It has also suggested that these states file an affidavit explaining how they followed the 2006 verdict in their DGP appointment process. The court said that it is not right for states to use DGP appointments for their political needs. In this context, the government is ready to appoint a full-fledged DGP in place of Jitender, who is currently the acting DGP of Telangana. While Ravi Gupta, Shivadhar Reddy, CV Anand, and Soumya Mishra are in the race, it remains to be seen who among the four gets the chance.
