Telangana Government Budget 2024-25:


The Telangana government spent Rs. 2.12 lakh crore in the financial year 2024-25, even though it faced major financial difficulties. The Controller and Auditor General (CAG) released a report in March 2025 detailing this spending. The proposed budget for the year was Rs. 2.91 lakh crore, out of which Rs. 2.54 lakh crore was expected to be spent. However, only 83.64% of that amount was used.

Revenue Problems:

The government did not receive the expected funds from the central government, and its own revenue collections were lower than expected.


Heavy Interest Payments:

The state had to spend Rs. 26,688 crore on interest payments, which was much higher than the estimated Rs. 17,729 crore.

Salary and Pension Burden:

Employee salaries cost the government Rs. 42,245 crore, slightly higher than the estimate of Rs. 40,041 crore.
Pension payments also went over the budget, reaching Rs. 16,950 crore against the estimate of Rs. 11,641 crore.

Spending on Schemes:

The government planned to spend Rs. 1.35 lakh crore on various welfare schemes but could only spend Rs. 79,193 crore — just 58.54% of the planned amount.

Tax Revenue Shortfall:

Telangana aimed to collect Rs. 1.64 lakh crore through taxes, but only Rs. 1.36 lakh crore was collected. Stamp duty and registration fees fell far short of expectations, reaching only 46.48% of the target.

Central Grants:

The state expected Rs. 21,636 crore from the Centre but received only Rs. 7,913 crore — just 36.57%.

Capital Expenditure Success:

On a positive note, capital expenditure exceeded expectations. The government spent Rs. 36,209 crore, 108% of the planned Rs. 33,486 crore, mainly on irrigation projects, roads, and buildings.

Non-Tax Revenue:

The state expected Rs. 35,208 crore from non-tax sources but got only Rs. 23,607 crore, though March saw a sudden rise with Rs. 17,535 crore collected.

Telangana managed its finances under pressure but still fell short in several key areas. While capital development progressed well, the state’s overall financial health remains a concern due to debt and low revenues.
