Recently MK Stalin has called for an all-party meeting on March 5th. It is mainly focusing on the Lok Sabha and Assembly constituency boundaries based on the population in the areas. Now this is a major political controversy in the southern states. Most of them who are not aware of Delimitation may not know exactly what is it. Here the main question in politics is about why southern states are worried about the delimitation. Here we understand what is delimitation and why southern states are worried about it.
This is a process of redrawing parliamentary and assembly constituencies based on the population in those areas. In simpler words, the idea is to make sure each constituency has the same number of people living in it.
States having larger numbers in population will get more representatives in parliament than the states having less population.
According to the Indian Constitution, there are clear guidelines for the delimitation in Articles 82 and 170
Article 82: following every national census, parliament must pass a delimitation Act to redefine boundaries for the number of seats in Lok sabha constituencies.
Article 170: This article mainly tells about the governance of the delimitation of state legislative assemblies. Examining the number of seats in each state based on the population census.
According to the reports, delimitation was taken place in India four times, in 1952, 1963, 1973, and 2002. In recent times after the 2024 Lok Sabha elections, Home Minister Amit Shah has announced undertaking the national census and the delimitation process.
The main problem arising in the southern states about the delimitation is about the population numbers and loss of seats in the parliament. According to the reports, by 2026 the population is expected to rise to 1.42 billion. Following this, the rise in seats in the South is much less compared to the North.
southern state seats rise and North state seats rise:
Karnataka- Increase from 26 to 36 seats
Telangana – Increase from 17 to 20 seats
Andhra Pradesh – Increase from 25 to 28 seats
Tamil Nadu – from 39 to 41 seats
The main loss will be for Kerala as the population is less, it is expected that there will be a loss of one seat. Presently from 20 seats, it may come to 19 seats.
Meanwhile, if we just see two states in the north there is a high rise in the numbers.
Uttar Pradesh has around 80 seats in the present situation it may rise to 128. Following this, if we see Bihar having 40 seats as of now, it may rise to 70 seats.
Following this detailed information, southern leaders have submitted a report to the center regarding the reduction of seats in the southern part of India. Home Minister Amit Shah said that Narendra Modi has noted the point and center is making sure not even one seat is reduced in the south. He also said all the states in the southern part of India will be getting a fair share from the center.
