Google has proposed changes to its Play Store policies in India, aiming to allow more real-money gaming (RMG) apps. This follows an ongoing investigation by the Competition Commission of India (CCI) into Google’s alleged dominance in the RMG market.
Currently, only fantasy sports and rummy games are allowed on Google Play under a 2022 pilot program. The new proposal would expand this to include more types of RMG games, subject to certain conditions.
Google plans to end its current pilot program. It will allow all RMG apps that meet legal requirements in India. Developers must self-declare that their apps follow applicable laws. They also need to show proof of good standing from third-party bodies like the All India Gaming Federation (AIGF) or the Federation of Indian Fantasy Sports (FIFS).
In addition, developers must follow Google Play’s Developer Distribution Agreement (DDA) and Developer Program Policies (DPP). If the CCI approves the proposal, Google will implement the changes within 120 days.
Alongside the changes to the Play Store, Google plans to update its advertising policies for RMG apps. The tech giant proposes allowing ads for games of skill in India, provided developers submit certification from third-party bodies confirming that the game is not based on chance or gambling.
This update would take effect within 150 days of CCI’s approval.
The Indian real-money gaming sector is expected to reach $9.1 billion by 2029, offering significant growth opportunities for both developers and platforms like Google.

In response, Winzo, a leading RMG platform, expressed concerns that the proposal gives an unfair advantage to established platforms like fantasy sports and rummy apps. Winzo emphasized the need for more innovation and fair competition within the sector.
