FBI’s Most Wanted Indian: Authorities reported that US citizen Cindy Rodriguez Singh, who is wanted for the suspected murder of her six-year-old son and has connections to Mexico and India, has been added to the FBI’s Ten Most Wanted list. The reward for information on the 40-year-old, who was accused of killing her son Noel Alvarez in 2023 with a gun, has also been raised by the US law enforcement agency from $25,000 to $250,000.
On March 22, 2023, Singh was last seen in Texas as she boarded an international flight to India with her husband, Arshdeep Singh, and six children. According to authorities, Noel did not board the flight and was not with the family. “Everyone in Everman and around North Texas is still thinking about Noel Alvarez’s disappearance and possible death. Cindy Rodriguez Singh’s inclusion on the FBI’s Ten Most Wanted Fugitives List is a chance to raise awareness of this case among the public, both domestically and internationally, FBI Dallas Special Agent in Charge R. Joseph Rothrock said during a press conference on Tuesday.
“We are confident that this publicity will culminate in her arrest and that she will be returned to the United States to answer for her alleged crimes,” he stated. Singh was born in 1985 in Dallas, Texas. The fugitive is medium-skinned, 5’1″ to 5’3″, weighs 120 to 140 pounds, and has tattoos on her right arm, right hand, right calf, back, and both legs. Her hair and eyes are both brown.

Authorities claim that Noel hasn’t been seen since his mother gave birth to twins in October 2022. Officers from the Everman Police Department performed a welfare check on the boy on March 20, 2023, at the request of the Texas Department of Family and Protective Services.
Singh misled police during the welfare check interview when she claimed that the boy had been in Mexico since November 2022 and was living with his biological father.
Singh was reportedly of the opinion that her son was “evil, possessed or [had] a demon in him.” Witnesses told police that she was afraid the kid would “hunt” her newborn twins in the days before his alleged killing. Noel had serious infirmities, including chronic lung disease, and needed oxygen treatment, according to USA Today. Because Singh refused to change the boy’s diapers, the boy was severely abused, including being denied food and drink. When Noel attempted to drink water, witnesses claimed Cindy hit him in the face with keys.

According to the report, Singh gave varying accounts of what transpired with Noel to several people. Craig Spencer, the former chief of police at Everman, said there is no proof to back up her claim that she “sold” him to a woman in a parking lot of a Fiesta Mart grocery. The day before they left for India, Arshdeep allegedly threw a carpet in an outdoor dumpster, according to the police. Police were alerted to the new patio and the carpet by a police canine trained to sniff out human remains.
Singh was charged with capital murder in the Tarrant County District Court in Fort Worth, Texas, on October 31, 2023. A few days later, on November 2, Rodriguez Singh was the subject of a federal arrest order for unlawful flight to avoid prosecution issued by the US District Court, Northern District of Texas, Fort Worth, Texas.
The FBI raised the prize on Tuesday from the $25,000 it had previously offered on August 29, 2024, for information that led to her arrest and conviction.
“A significant turning point in our relentless search for justice for Noel is Cindy Rodriguez Singh’s inclusion on the FBI’s Ten Most Wanted Fugitives list. We promised him and this community that we wouldn’t let up until the guilty were held accountable,” Spencer added.
