Karnataka New Crowd Control Law: Jail Time, Heavy Fines and More

Karnataka New Crowd Control Law: Following the catastrophic stampede at Bengaluru’s Chinnaswamy Stadium on June 4. That left 11 dead and many injured, the Karnataka government is introducing the Karnataka Crowd Control (Managing Crowd at Events and Mass Gatherings) Bill, 2025. The proposed law is a firm reaction to the rising safety issues in big gatherings.


What the New Law Proposes

The legislation aims to regulate the organization of political rallies, religious functions, concerts, and large public sporting events. One of the features of the bill is granting police and district officials authority to forecast crowd hazards and pre-emptively take measures to prevent stampedes or chaos.

Police Permission Required

Under the new law, everything must happen with the police’s permission. Organizers must provide estimates of crowds expected, safety safeguards, and confirmation of the layout of the venue, exits, and trained personnel for approval. Government authorities will have the power to cancel, postpone or relocate any event if they see possible threats to public safety.
Severe Penalty for Offences
For severe compliance, the bill recommends setting prison time up to 3 years and/or a fine of ₹5,00,000. On event organizers who do not comply with the regulations or make the required arrangements for public safety. Criminal prosecution will occur in cases of an event where someone gets injured or dies, the individuals responsible will be charged if they were negligent.
Additional Measures


The bill also discusses noise control, restricting the use of loudspeakers and public address systems. Especially in sensitive zones and late night. The organizers will be mandated to fit CCTV cameras, have public safety announcements, and grant easy access to the medical assistance and emergency exits.

When Will the Bill Be Tabled?

The bill will most probably be tabled before the Karnataka Legislative Assembly in the monsoon session in July 2025. It will be tabled along with other important proposals like the “Rohith Vemula Bill” and labour reforms.

Why This Law Matters

With more mass public events being witnessed in India. The crowd control bill in Karnataka has the potential to be replicated nationwide. With a view to holding organizers responsible and providing for public safety. The state is seeking to prevent future tragedies and restore public confidence in event management.
