Teacher Transfers in AP:
The Andhra Pradesh government released fresh guidelines for teacher transfers. The transfer process begins on May 15. Teachers must apply online through the official education portal. The entire procedure follows the teacher transfer act as per current government policy.
The new policy aims to streamline transfers across all government schools. Teachers working in remote or hardship areas for long periods may receive priority for relocation. The system uses a points-based approach to rank eligible candidates.
Blind teachers challenged the policy in the High Court. The court issued a status quo on their transfers. The Education Department excluded these specific cases from the current cycle. Their transfers will happen after the court gives further orders.
Initially, headmasters will undergo transfers. Vacant positions will open for promotions. School assistants will receive higher posts in newly created or vacant slots. Secondary grade teachers will move up to school assistant roles based on availability.
Some secondary grade teachers will become headmasters in model primary schools. Subject teachers will take headmaster posts in model high schools. The department finalized a district-wise seniority list. If two teachers earn the same score, seniority depends on age after document verification.
Teachers who remain absent without permission lose one point per month. A teacher can lose up to 10 points for repeated absences. Points play a major role in determining transfer eligibility and location options.
Vacant positions include those open by May 31. Posts left empty due to retirement, long-term study leave, or over one year of unauthorized absence will be included. The department completed rationalization of all posts under the new structure. This change replaces the earlier GO 117 order.
Zonal transfers across districts will follow fixed norms. The system limits the number of inter-district transfers. Teachers working in the same school for more than five years become eligible for relocation unless exempted by policy.
Preference options will be available during the application process. Teachers can list multiple schools in order of choice. Final approvals will follow after verifying documents and eligibility status.
The Education Department expects a fair and transparent transfer cycle. Teachers and administrative staff have begun preparations. The system aims to improve teacher distribution across urban and rural schools.
