SC Sub-Categorization: From today, Telangana starts implementing Scheduled Caste (SC) classification. The government has finalized guidelines and reservation allotments. Official orders will be released soon. A ministerial sub committee will hand over the Government Order (GO) to the Chief Minister.
The Telangana Assembly had already approved the classification. A Gazette notification was also published. On Dr. B.R. Ambedkar’s birth anniversary, the government is introducing the new SC reservation guidelines. These new rules will guide how reservations are distributed among various SC communities.
The movement for classification has been ongoing for decades. In 2023, the Supreme Court gave a favorable ruling. After that, the Telangana Assembly passed a special bill for SC classification. As a result, Telangana became the first state to implement classification after the court’s decision.
On Sunday, Minister Uttam Kumar Reddy led a meeting in Hyderabad with the sub-committee. He stated that the Congress government under CM Revanth Reddy fulfilled a long pending demand. He also said that past governments supported the idea but failed to implement it with legal backing. Uttam Kumar Reddy credited Congress leader Rahul Gandhi for supporting this step.
The Assembly approved the classification bill on March 18. The Governor gave approval recently. Based on this, the government is issuing orders and procedures from Monday. The GO’s first copy will be handed to CM Revanth Reddy.
The Justice Shamim Akhtar Commission reviewed factors like population, literacy, education access, employment, financial aid and political participation. The government extended the commission’s term to clarify doubts raised by some groups. The final report was then submitted.
The sub committee also said that SC reservation percentages may be revised after the 2026 census. Currently, SC reservations are based on the 2011 census which shows 15% SC population. Meanwhile, the new data may support an increase, as the SC population now stands at 17.5%.
The government has already rejected the idea of introducing a creamy layer within SCs. This ensures equal access to benefits for all sub-groups.
This decision fulfills the hopes of underprivileged SC groups who did not benefit earlier. Until now, all SCs got equal reservations. From today, reservation benefits will be given based on sub-caste groups. Government job vacancies will now be filled according to this new classification.
