Top 7 Indian Cities with Most Thefts in 2025

Indian Cities with Most Thefts: When it is a matter of theft-based crime in Indian cities, facts really speak for themselves. UnboxingBLR’s recently released WeAreCity Report gives a dismal scenario of safety in India’s urban areas. Delhi takes the lead with a stunning majority, with theft cases way above other metros. Here’s a rundown of the top 7 Indian cities with highest thefts per lakh populace.

1. Delhi – 1,260 Thefts per Lakh Population

The capital of India holds the number one position by a wide margin, with 1,260 thefts per lakh of people, nearly 13 times that of second-positioned Mumbai. The high rate of thefts, including snatching, pickpocketing, and car theft, indicates serious lapses in public safety and policing.

2. Mumbai – 97 Thefts per Lakh

Even though Mumbai is India’s most populated city and financial hub, it had a relatively lower theft rate of 97. Efficient policing and surveillance in the city could be the reason behind the relatively lower figures, even though thefts are a significant issue.

3. Bengaluru – 89 Thefts per Lakh

Bengaluru, India’s tech capital, recorded 89 thefts per lakh population. With more migration and urbanization, the city has seen steadily increasing petty crimes over the years.

4. Pune – 65 Thefts per Lakh

Pune comes fourth, at a rate of 65. Even though lower than Bengaluru and Mumbai, the number reflects growing urban security issues in rapidly developing Tier-1 and Tier-2 cities.

5. Hyderabad – 39 Thefts per Lakh

Hyderabad, the pearl city, had 39 thefts per lakh and was fifth. While lower than the first four, the figure speaks of room for improvement in the police department.

6. Chennai – 37 Thefts per Lakh

Chennai with its properly organized policing had a slightly lower figure of 37, speaking of fairly better urban security but not bereft of moments of trouble.

7. Kolkata – 9 Thefts per Lakh

Kolkata had the least rate of thefts amongst the top metros, where there were just 9 thefts for each lakh population. Its cultural setup and comparatively lesser population mobility might be some of the factors for its secure position.
