US Proposes Outsourcing Tax, Should India’s IT Sector Worry?

Outsourcing Tax: The United States is debating a proposed 25% tax on American firms that employ foreign outsourcing services. Analysts and attorneys say this proposal puts India’s massive IT sector at risk of prolonged uncertainty, as customers postpone or re-negotiate contracts. They add that even though lawmakers are unlikely to pass the bill in its current form, the industry will still feel the impact of gradual changes in how major companies in the world’s largest outsourcing market purchase IT services. Businesses that rely heavily on foreign IT services will likely fight back once U.S. companies are forced to pay the levy, triggering intense lobbying and legal disputes.


For more than thirty years, India’s $283 billion information technology sector has thrived by exporting software services to clients such as Apple, American Express, Cisco, Citigroup, FedEx, and Home Depot. The sector now contributes over 7% to India’s GDP. U.S. officials say the proposed tax would penalize businesses that hire foreign workers instead of Americans and redirect the money collected to fund workforce development in the United States. The measure also aims to stop businesses from deducting outsourcing costs from their taxes.

India’s IT industry faces lackluster revenue growth in its core U.S. market as customers delay non-essential tech investments because of inflationary pressure and tariff uncertainties. The proposed law arrives at the worst possible time. Sources say federal, state, and local taxes together could raise the charge on outsourced payments to 60% in certain situations. They also say the partisan proposal may look attractive at first, but in reality, it imposes an artificial cost that makes organizations less competitive and less profitable globally.
