Will the 8th Pay Commission Be Implemented Only by 2028?

8th Pay Commission:
The Modi government announced the formation of the 8th Pay Commission (CPC) on January 16, 2025, bringing relief to over 1.2 crore central government employees and pensioners. However, months later, the official notification, Terms of Reference (ToR), and appointment of members are still pending. This delay has raised questions about when the recommendations will actually come into effect.


8th Pay Commission:

Looking at history, previous Pay Commissions have taken two to three years to complete their work and get approval. For example, the 6th Pay Commission was set up in October 2006, gave its report in March 2008, and its recommendations were accepted in August 2008. It took around 22 to 24 months to finish the process. Similarly, the 7th Pay Commission was formed in February 2014, submitted its report in November 2015, and was implemented in June 2016. That took about 33 months (nearly three years).

If the same timeline is followed, the 8th Pay Commission’s recommendations may not be implemented until 2028. Even though the pay hikes and benefits will be applicable from January 2026, employees and pensioners might have to wait for arrears until the government approves the report.


This delay is worrying for employees because the Commission’s recommendations not only increase salaries but also affect allowances, pensions, and future financial security. With rising inflation, workers are hoping for early action to ease the burden of daily expenses. Pensioners, too, are eagerly waiting since their pensions and Dearness Allowance (DA) depend on the outcome.

Experts suggest that if the government speeds up the process and appoints members soon, the report could be ready by 2027. But with the current pace, implementation by 2028 looks more realistic.

For now, central employees and pensioners remain uncertain. While they are happy about the announcement of the new commission, the lack of progress has left them anxious. The coming months will be crucial to see whether the government accelerates the process or sticks to the longer timeline.
