In a bizarre turn of events, a golden retriever named Dog Babu received an official residence certificate in Bihar’s Patna district. Issued through the RTPS portal from the Masaurhi Zone Office, the certificate lists Dog Babu as the son of Kutta Babu and Kutiya Devi, with an address in Ward No. 15, Kaulichak, Masaurhi.
The certificate, complete with a digital signature from Revenue Officer Murari Chauhan, sparked an immediate uproar online and confusion among local authorities.
Officials from Patna District Administration confirmed the authenticity of the document but not its accuracy. They immediately canceled the certificate and registered an FIR against the applicant, the computer operator, and the officer who approved the document.
The administration believes there may have been a misuse of digital credentials or a deliberate prank using the official system. Since digital signatures require secure government-issued hardware, authorities now suspect a breach or gross negligence.
As officials investigate the error, the internet is busy turning Dog Babu into a meme sensation. Users flooded social platforms with jokes, puns, and sarcastic observations.
“This happens only in Bihar,” one user wrote. “Where is billi mausi?” asked another. A tweet read, “Well NYC is about to recognise dogs as family members. So we are keeping pace with the world.”

Engineers, content creators, and casual users alike chimed in. One described it as “the funniest fake certificate in Indian history.” Another compared it to the viral Dogesh Bhai trend, claiming, “Wrong info, Dogesh is his real name.”
While the government takes action to secure its systems, the certificate continues to make waves online proving once again that nothing escapes the attention of India’s meme makers.
