RBI’s New BSBD Rules for 2026: Zero-Balance Accounts Get More Free Services?

RBI’s New BSBD Rules for 2026: The Reserve Bank of India (RBI) has made an official revision of the Basic Savings Bank Deposit (BSBD) account framework with new customer-friendly provisions and to come into effect in 2026. The revisions were made after a comprehensive examination of the old framework and consideration of public comments on the draft guidelines floated in October 2025. The revised BSBD norms, aimed at augmenting financial inclusion and keeping pace with India’s fast-expanding digital banking environment, propose more free services while protecting the customers’ rights.


What Is a BSBD Account?

Commonly called zero-balance savings accounts, BSBD accounts seek to provide some fundamental banking facilities free of charge. Their most important purpose is to uplift financially backward sections of society by providing easy access to the banking system at an affordable cost. The update made to BSBD by RBI in 2026 ensures these accounts also evolve with fast-expanding customer needs and rapid advancements in technology.

Key Features of the Revised BSBD Norms


The new framework, applicable across commercial banks, small finance banks, payment banks, regional rural banks, co-operative banks, and local area banks, provides for multiple enhanced free services:

Basic Services Free of Charge

No minimum balance requirement

Unlimited deposits through whatever means maybe free

ATM or ATM-and-debit card at no charge on annual basis

Cheque book enable with at least 25 leaves every year

Internet and mobile banking

Informal passbook or statements generated monthly

Minimum of four free withdrawals each month, with ATM and transfer counts. UPI, NEFT, RTGS, IMPS, and PoS payments will not, most significantly, be calculated as withdrawals.

These services should be available to the customer in full knowledge and shall not be forced on them while availing ATM cards, cheque books, or digital services by banks.

Know Your Customer, Converting Rules, and Restrictions

KYC and AML standards will still apply to BSBDs. A customer will convert their existing savings account to a BSBD account, and the banks are expected to effectively approve such requests within seven days using even digital channels. However, an individual cannot maintain more than one BSBD account in the same bank; this declaration is mandatory during opening.

Timeline for Implementation

The new BSBD Directions will come into effect on or after April 1, 2026. With an earlier date being possible in the case of payments banks adopting them first. The new framework provides for enhanced free services and protections for consumers. Forms a major part of RBI’s initiative toward digital inclusion, and thus smoother banking access for the millions.
