India’s First Quantum Computing Hub in Andhra Pradesh

Quantum Computing Hub: Inspired by Silicon Valley’s global tech dominance, Chief Minister N. Chandrababu Naidu has launched an ambitious plan. He aims to transform Amaravati, the capital of Andhra Pradesh, into India’s leading hub for quantum technology.


During a high-level review meeting of the Andhra Pradesh State Quantum Mission (SQM) on Monday, June 9, at the State Secretariat in Velagapudi, Naidu shared his vision. He said Quantum Valley must emerge as a center of innovation in quantum technologies and artificial intelligence (AI).

Experts from the information technology (IT) sector joined the meeting. Their goal was to help build a strong ecosystem for Amaravati’s Quantum Valley and position Andhra Pradesh as a global leader in this transformative field. Naidu announced that a key workshop will be held in Amaravati on June 30. The event will focus on developing a strategic roadmap for the Quantum Mission.


National Quantum Mission:

He instructed officials to carefully consider every aspect of Quantum Valley’s development. He specifically emphasized the need to design a distinctive architectural structure that reflects the project’s vision. “Quantum Valley’s building must become a global icon of innovation, just as Hyderabad’s HITEC City became a symbol of progress in the 1990s,” Naidu said. He stressed the importance of combining both practical function and aesthetic appeal. The Andhra Pradesh State Quantum Mission aims to establish the state as a leader in quantum research and applications. It also aligns with India’s National Quantum Mission (NQM).

During the review meeting, officials presented a detailed action plan outlining the mission’s core goals. The mission will focus on four key areas: Quantum Computing, Quantum Communication, Quantum Sensing & Metrology, and Quantum Materials & Devices. The plan proposes building quantum-based public infrastructure and positioning Andhra Pradesh as a pilot state. The estimated investment for this mission is ₹4,000 crore over the next five years.

Mission’s Two Phases:

Phase I (2025–2027): Infrastructure development, including the creation of the Quantum Valley on a 50-acre campus in Amaravati, would be given priority during Phase I (2025–2027). In order to create a solid basis for quantum innovation, it will also prioritize research, teaching, and pilot projects. This phase will be driven by collaborations with industry titans like IBM, Tata Consultancy Services (TCS), and Larsen & Toubro (L&T) as well as academic institutions like the Indian Institute of Technology (IIT) Madras.

Phase II (2027–2030): With an emphasis on commercialization, export capabilities, and widespread industry adoption, the second phase will seek to position Andhra Pradesh as a leader in quantum technology globally.

The Quantum Valley Project:

Chief Minister Naidu will lead the mission. The IT Minister, Chief Secretary, Finance Secretary, IT Secretary, a dedicated Mission Director, and an expert committee will provide crucial oversight. The government plans to appoint a Director for the Quantum Mission in the coming weeks to ensure smooth execution. IBM will anchor the mission.

The Quantum Valley project has already made significant progress. In May 2024, the government signed strategic Memoranda of Understanding (MoUs) with IBM, TCS, and L&T. These partnerships play a key role in developing the Quantum Valley Tech Park, which is set to open on January 18, 2026.

Land Allocation:

L&T will build the iconic infrastructure, including the Quantum Valley Tech Park. TCS will provide quantum software services and offer access to 43 research centers across 17 states. The Andhra Pradesh Capital Region Development Authority (APCRDA) has already approved the Detailed Project Report (DPR). The state government has allotted 54 acres of land in Amaravati for the project.

India’s first quantum computing ecosystem will take shape in Quantum Valley. It aims to foster collaboration among academic institutions, startups, and industry leaders. The initiative will focus on quantum technologies, artificial intelligence, cybersecurity, and drug discovery. It aspires to replicate, and even surpass- the success of Hyderabad’s HITEC City.

On June 30, 2025, the Quantum Summit will bring together representatives from various sectors. Participants will include professionals from IT, pharmaceuticals, healthcare, agriculture, academia, startups, and innovation communities. The summit will focus on creating strategic action plans. These will aim to integrate future technologies, AI, and quantum computing into Andhra Pradesh’s social and economic development. Experts from multiple fields will participate to ensure the mission aligns with global standards. Their involvement will help attract talent and investment from around the world.
