The U.S. State Department has issued an updated Level 2 travel advisory for India, urging American citizens to “exercise increased caution” due to rising crime and terrorism risks.
India remains a Level 2 destination, which means the country is generally safe for travel, but visitors must remain alert. This places India alongside countries like France and Italy in terms of travel risk.
The advisory, updated on June 16, 2025, highlights a sharp rise in violent crimes, including rape and sexual assault, particularly at tourist sites. The government warns that terrorist attacks remain a threat in high-traffic locations.
The advisory designates several parts of India as “Level 4 – Do Not Travel.”
These include:
Jammu and Kashmir (especially Srinagar, Gulmarg, Pahalgam) due to civil unrest and terror threats
Eastern Maharashtra and Northern Telangana – due to extremist violence
Western West Bengal and Central India – where political insurgents target police and government facilities
Manipur – due to ongoing ethnic violence and community displacement
The advisory also notes that U.S. government employees need special permission to enter these zones.
Travelers entering India must follow strict immigration laws. Authorities may fine, detain, or deport visitors without valid documents or the correct visa.
India also bans GPS tracking devices, satellite phones, and restricts the movement of foreigners in border regions. The advisory encourages women not to travel alone and all travelers to avoid displaying wealth or meeting strangers from online apps.
The U.S. Embassy in New Delhi will provide limited support in restricted zones. The State Department recommends registering with the Smart Traveler Enrollment Program (STEP) before traveling.
